US renews warning to Egypt over aid (AP)

MUNICH ? U.S. Secretary of State Hillary Rodham Clinton on Saturday issued a new warning to Egypt that the failure to resolve a bitter dispute over the status of non-governmental pro-democracy groups may lead to the loss of American aid to the country.

Clinton met Egyptian Foreign Minister Mohammed Amr at an international security conference in Munich and repeated that message, which had already been transmitted to officials in Cairo. The U.S. is due to give Egypt $1.3 billion in military assistance and $250 million in economic aid in 2012.

"We are very clear that there are problems that arise from this situation that can impact all the rest of our relationship with Egypt," Clinton told reporters. "We do not want that. We have worked very hard this past year to put in place financial assistance and other support for the economic and political reforms that are occurring in Egypt."

"We will have to closely review these matters as it comes for us to certify whether any of these funds from our government can be made available under these circumstances," she said.

Under U.S. law, Clinton must certify to Congress that Egypt is meeting certain requirements, including enacting democratic and rule of law reforms, in order for the assistance to be released.

U.S.-Egyptian tensions have been high since raids on the organizations, including some funded by the American government, began late last year. They rose further after Egypt refused to allow some American workers to leave the country. Three of those workers are now holed up in the U.S. Embassy in Cairo, fearing for their safety.

Egypt's investigation into foreign-funded organizations burst into in January when heavily armed security forces raided 17 offices belonging to 10 pro-democracy and human rights groups. U.S. and U.N. officials blasted the raids, which Egyptian officials defended as part of a legitimate investigation into the groups' work and finances.

In late January, Egypt barred at least six Americans and four Europeans who worked for U.S.-based organizations from leaving the country. They included Sam LaHood, the head of the Egypt office of the Washington-based International Republican Institute and the son of U.S. Transportation Secretary Ray LaHood, the only Republican in President Barack Obama's Cabinet.

Project 365 Week 5 ? The I'm Too Busy To Blog Edition | Sellabit Mum

So I didn?t really take any pictures this week.

?

A few quick shots with my phone will have to do.

Basically what I did this week:

1. Cleaned my house(read shoved toys in closets, under beds and in the office and closed the door. perhaps vacuumed)

2. Made a bundt cake. I have no idea why but I was compelled to make a bundt. Bundts make me happy. Also I made a homemade lemon glaze for it. It was delicious or so I?ve heard. Anyway, it?s gone now. Now you will say bundt all day, won?t you?

3. Made play-dough Valentine?s. Still not sure why I did this.

4. Sold Matilda Jane. This is my eighth season?and I still am not prepared for the frenzy that is the first three days of each season. I have not slept since Tuesday.? Somehow it?s all worth it though because DAMN it?s cute. And people want it. (Call me..wink, wink..I?ll set you up.) So glad this is legal unlike that crack I used to deal. I kid.

5. Whilst waiting on credit card numbers at 3am I watched Downton Abbey online ? yes ALL ELEVEN episodes so I am now caught up and ready to watch in prime time. Also I now speak with a British accent and my waist feels smaller. At least I assume they are related. Also I need someone to help me get into my jammies and brush my hair.

6. Booked a plane ticket to Salt Lake City for next weekend to visit my dear friend Michelle.? I?ve already ?mapquested? the nearest Starbucks to Michelle?s home. (It?s 3.44 miles, but Jarrett?s Java Express is only 1.34 miles ? Go Jarrett!) Also, this is a true sign of a true coffee addict. I own that. I also blame it on my parents for serving me an Oreo and a cup of coffee as a well-balanced breakfast when I was a kid. When I went to college I added a smoke to the menu.? Now I?m just back to straight black coffee. I?m old like that.

What I did not do this week:

1. Read a blog.

2. Read the paper or watch the news.

3. Tuck my kids into bed(gone all week with Matilda Jane)

4. Eat the bundt I made.

5. Fold laundry

6. Tweet

7. Shave my legs.

So what have you been up to because I apologize for not knowing as truly I was not paying attention. Sorry. I hope to be back to life by Sunday afternoon?just in time for the big basketball game.

It's the environment, stupid | Progress | News and debate from the ...

The environment may point the direction to restoring Labour?s economic credibility.

There is little doubt in among the disappointing opinion polls and leader ratings that Labour faces a problem with electoral and crucially economic credibility. I do not believe the issue of personnel should try the party the most, but of economics. For all the focus on personality and leadership in these vapid times, it is still the economy that matters most to voters. But it is undoubtedly somewhat peculiar, shall we say, to address this issue with a topic that registers lower on most people?s priorities than the EU. When times are good, saving the planet from global warming is a luxury most are prepared to spend a little more on. However, when in times of austerity, environmental sustainability is the first thing out of that poorly insulated window.

So why focus on it? The first reason is that it is quite simply the right thing to do. In politics, most issues are presented on a sliding scale of middling grey. Environmental sustainability is largely a black and white issue that forms an essential plank of any enlightened campaign. Labour simply cannot claim to be progressive without it.

Second it also makes electoral sense. Pursued correctly, environmental sustainability is likely to make few enemies that weren?t already in the blue corner while winning plenty of friends, and votes, from supporters of the coalition?s junior partner. The Liberal Democrats can no more claim to be part of the greenest government ever than Labour can of having a perfect economic record. It?s time we took advantage of this particular weakness.

What?s more, the coalition?s attempts to promote a green agenda are being attacked by the right, as well as the left. Even The Daily Mail this week acknowledged families will face a double whammy from green taxes and that one in three households could face fuel poverty. The media climate around this issue allows Labour to plot a clear middle path that allows them to rally public support around an issue.

The key to making all of this work, and to claim some of the electoral prizes on offer, is to present a clear, pragmatic and economically viable alternative. Dogma will not work, nor will fluffy policy speeches attempting to create a new middle ground on the issue. What might well work is a fully costed plan that demonstrates living, working and behaving sustainably will save the average family money, and not just ?some? money. A definitive amount, clearly evidenced, perhaps even trailed by a willing local council. The desired outcome should not be some European-defined target, but to improve the lives of families while making that little bit of difference.

We know voters aren?t going to magically trust Labour with the economy again overnight; it is a long and hard slog and one that requires innovative solutions. However, environmental sustainability is a small step on the path to power and it is a step that can help convince voters Labour can be trusted with their money. Yes, the work to regain credibility begins here and, believe it or not, it starts with the environment.

PUNXSUTAWNEY, Pa. (AP) ? Pennsylvania's Punxsutawney Phil emerged from his lair to "see" his shadow on Thursday, in the process predicting six more weeks of winter.

But, at this rate, that might not be so bad.

The groundhog made his "prediction" on Gobbler's Knob, a tiny hill in the town for which he's named about 65 miles northeast of Pittsburgh.

Temperatures were near freezing when he emerged at dawn ? unseasonably warm ? and were forecast to climb into the mid-40s in a winter that's brought little snow and only a few notably cold days to much of the East.

Thursday's ceremony is largely that: Phil's prediction is determined ahead of time by the Inner Circle, a group who dons top hats and tuxedos and decides in advance what the groundhog will predict.

Organizers expected 15,000 to 18,000 people to witness the furry creature's prognostication ceremony just before 7:30 a.m. EST.

This year's crowd was warmer than most. The average early-morning temperature usually hovers around 17 degrees, according to the National Weather Service.

Pennsylvania Gov. Tom Corbett was among the spectators this year. Those who couldn't make it to Gobbler's Knob could follow the groundhog on Twitter and Facebook, or watch a webcast of the event on his website.

"What started as a small gathering in 1887 has now evolved into tens of thousands of visitors from around the nation and even the world coming to Punxsutawney to participate in this time-honored Groundhog Day tradition," Corbett said.

The Groundhog Day celebration is rooted in a German superstition that says if a hibernating animal casts a shadow on Feb. 2, the Christian holiday of Candlemas, winter will last another six weeks. If no shadow is seen, legend says, spring will come early.

Phil has now seen his shadow 100 times and hasn't seen it just 16 times since 1886, according to the Punxsutawney Groundhog Club's Inner Circle, which runs the event. There are no records for the remaining years.

The tradition attained a large following with the 1993 Bill Murray comedy "Groundhog Day," in which a weatherman covering the event must relive the day over and over again. Before the movie came out, Phil was lucky to have an audience of 2,500, said Mike Johnston, vice president of the Inner Circle.

And while the group has records of Phil's predictions dating back to 1886, what it doesn't have is a tally of whether Phil was right.

Johnston said the reason is simple: "He's never been wrong." Phil is "incapable of error," he said, because the groundhog smartly avoids being site-specific in his prognostications.

If Phil predicts six more weeks of winter, said Johnston, "I guarantee you someone's going to have six more weeks of winter."

Short-term memory is based on synchronized brain oscillations

Holding information within one's memory for a short while is a seemingly simple and everyday task. We use our short-term memory when remembering a new telephone number if there is nothing to write at hand, or to find the beautiful dress inside the store that we were just admiring in the shopping window. Yet, despite the apparent simplicity of these actions, short-term memory is a complex cognitive act that entails the participation of multiple brain regions. However, whether and how different brain regions cooperate during memory has remained elusive. A group of researchers from the Max Planck Institute for Biological Cybernetics in T?bingen, Germany have now come closer to answering this question. They discovered that oscillations between different brain regions are crucial in visually remembering things over a short period of time.

It has long been known that brain regions in the frontal part of the brain are involved in short-term memory, while processing of visual information occurs primarily at the back of the brain. However, to successfully remember visual information over a short period of time, these distant regions need to coordinate and integrate information.

To better understand how this occurs, scientists from the Max Planck Institute of Biological Cybernetics in the department of Nikos Logothetis recorded electrical activity both in a visual area and in the frontal part of the brain in monkeys. The scientists showed the animals identical or different images within short intervals while recording their brain activity. The animals then had to indicate whether the second image was the same as the first one.

The scientists observed that, in each of the two brain regions, brain activity showed strong oscillations in a certain set of frequencies called the theta-band. Importantly, these oscillations did not occur independently of each other, but synchronized their activity temporarily: "It is as if you have two revolving doors in each of the two areas. During working memory, they get in sync, thereby allowing information to pass through them much more efficiently than if they were out of sync," explains Stefanie Liebe, the first author of the study, conducted in the team of Gregor Rainer in cooperation with Gregor H?rzer from the Technical University Graz. The more synchronized the activity was, the better could the animals remember the initial image. Thus, the authors were able to establish a direct relationship between what they observed in the brain and the performance of the animal.

The study highlights how synchronized brain oscillations are important for the communication and interaction of different brain regions. Almost all multi-faceted cognitive acts, such as visual recognition, arise from a complex interplay of specialized and distributed neural networks. How relationships between such distributed sites are established and how they contribute to represent and communicate information about external and internal events in order to attain a coherent percept or memory is still poorly understood.
